Permit Win key for shortcuts

Hi!

I really like using Win+SomeKey shortcuts for all my "global" programs, so I'd like to set Win+T for tag box.
But this doesn't work at the moment.
In fact, if you try, it thinks Win key is Ctrl+Alt. Unfortunately, it doesn't think so when I actually try to use the shortcut
This can be worked around with Autohotkey, but this shouldn't be necessary.
